REAL ID Explained
REAL ID is a federal security standard for certain U.S. state-issued driver’s licenses and identification cards. It affects which IDs you can use for domestic flights and certain federal facilities. This guide explains how REAL ID works, whether Nigerians in the United States need one, what documents may be required, and when a valid passport can be used instead.
What is REAL ID?
REAL ID is a federal identification security standard established under the REAL ID Act. It sets minimum requirements for certain state-issued driver’s licenses and identification cards used for specified federal purposes.
REAL ID is not a separate national identity card. States issue REAL ID-compliant driver’s licenses and non-driver identification cards through their licensing agencies.
A REAL ID-compliant card generally has a star marking near the top, although the appearance varies by state.
Important distinction
REAL ID is an identification standard. It does not grant immigration status, permission to work, or permission to drive. Driving privileges depend on the type and validity of your state driver’s license.
When is REAL ID required?
Federal REAL ID enforcement began on May 7, 2025. Since that date, federal agencies have applied REAL ID identification requirements to certain activities, subject to applicable rules and enforcement procedures.
REAL ID or another federally accepted identification document is generally needed for:
- Passing through TSA security checkpoints for domestic commercial flights when you are 18 or older.
- Entering certain federal facilities where identification is required.
- Entering nuclear power plants where covered identification rules apply.
REAL ID is not required for every everyday activity. You do not need a REAL ID-compliant driver’s license simply to drive legally, and it is not generally required to vote, receive federal benefits, or enter federal facilities that do not require identification.
Important
REAL ID is not the only acceptable form of identification for these federal purposes. Other approved documents may be used instead. The specific document requirements depend on the activity and agency.
Accepted alternatives to REAL ID
You do not necessarily need a REAL ID-compliant state card to board a domestic U.S. flight. TSA accepts several other forms of identification.
Examples include:
- A valid foreign government-issued passport, including a valid Nigerian passport.
- A U.S. passport or passport card.
- A U.S. permanent resident card.
- Certain U.S. Department of Homeland Security trusted traveler cards.
- Other documents included on TSA’s current acceptable identification list.
Not every document that establishes your identity or immigration status is automatically accepted at TSA checkpoints. Always consult the current TSA list rather than assuming that a visa, I-20, student card, or employment document will be sufficient by itself.
For Nigerian passport holders
A valid Nigerian passport is a TSA-accepted form of identification for domestic flights. You may therefore be able to travel domestically without obtaining REAL ID, provided you meet the airline’s and TSA’s other applicable requirements.
Standard state ID versus REAL ID
Many states offer different identification card options. Understanding the difference helps you decide which type is appropriate.
Issued under the state’s applicable identification or licensing rules. A non-REAL ID-compliant card may still be valid for everyday identification or driving, but cannot be used by itself for covered federal REAL ID purposes.
Meets federal REAL ID standards and can be used for covered federal identification purposes. Applicants generally undergo additional identity, lawful-status, Social Security, and residency document verification.
REAL ID compliance does not change the basic distinction between a driver’s license and a non-driver ID. A REAL ID-compliant non-driver card still does not authorize driving.
Can Nigerians apply for REAL ID?
Some Nigerian citizens living in the United States may qualify for a REAL ID-compliant state license or identification card, depending on their immigration status, documentation, and the issuing state’s requirements.
Eligible applicants may include lawful permanent residents and certain people with qualifying temporary lawful status. International students and temporary workers should review the state agency’s requirements for noncitizens and limited-term REAL ID cards.
Check these questions before applying:
- Does your immigration status meet the applicable REAL ID requirements?
- Does the state issue a REAL ID-compliant card to applicants in your category?
- Are your immigration records current and verifiable?
- Can you provide the required proof of identity, Social Security information, and state residence?
- Will your card have a limited validity period linked to your authorized stay?
For international students
Depending on the state and your circumstances, you may need your passport, I-94, Form I-20 or DS-2019, and additional documents. If you do not have a Social Security number, ask which alternative evidence or procedure is accepted.
Documents you may need for REAL ID
Exact document requirements are determined by the issuing state. Common categories include:
A valid passport or another identity document accepted by the issuing state for REAL ID purposes.
Depending on your circumstances, immigration records such as an I-94, I-20, DS-2019, permanent resident card, or other accepted evidence.
Your Social Security number or accepted evidence relating to ineligibility, according to applicable rules.
Documents showing your name and residential address. REAL ID rules generally require two documents establishing principal residence.
States may also require documents explaining name changes or resolving inconsistencies between records. Bring originals or other formats specifically accepted by your state’s REAL ID checklist.
Practical tip
If you recently arrived from Nigeria and do not yet have enough proof of U.S. residence, review your state’s accepted-document list before booking an appointment. A passport alone generally does not satisfy all REAL ID residency requirements.
How to apply for REAL ID
REAL ID cards are issued by state motor-vehicle agencies, not directly by TSA. The application process generally follows these steps.
Use the official DMV or equivalent website to locate its REAL ID application instructions.
Confirm your identity, immigration-status, residency, and Social Security documentation requirements.
Collect the required originals or accepted copies, including proof of your current residential address.
Complete the application, attend any required appointment, and pay the applicable fee.
Follow delivery instructions and confirm that the card is marked REAL ID-compliant.
REAL ID and domestic air travel
If you are 18 or older, TSA generally requires acceptable identification at airport security checkpoints. A REAL ID-compliant state license or identification card is one option, but a valid foreign passport is another.
For Nigerians living in the United States, this means you can plan domestic travel around an accepted passport even if you have not obtained REAL ID.
Before your flight
- Check the current TSA acceptable-identification list.
- Confirm that your chosen identification document is valid.
- Use the same name consistently across your booking and identification documents.
- Allow time for security screening and any additional verification.
- Remember that international flights have separate passport, visa, and immigration requirements.
Travelers without acceptable identification may face additional identity-verification procedures, delays, fees, or denial of entry to the security checkpoint under applicable TSA processes. Do not rely on arriving without ID as a routine travel plan.
REAL ID does not replace a passport
A REAL ID-compliant state card does not replace the passport and other travel documents required for international travel between Nigeria and the United States.
Common REAL ID mistakes to avoid
- Assuming every state ID is REAL ID-compliant: Check the card’s marking and issuing state’s guidance.
- Thinking REAL ID is mandatory for all domestic flights: Other TSA-accepted documents, including valid foreign passports, may be used.
- Believing REAL ID replaces a passport: International travel requires appropriate travel documents.
- Using only a federal checklist: Follow your state’s exact document and appointment requirements.
- Ignoring proof of address: REAL ID generally requires two documents establishing principal residence.
- Assuming every immigration category qualifies: Eligibility depends on federal requirements and state implementation.
- Paying unofficial agents: Apply through your state’s official motor-vehicle agency.
- Waiting until travel day: Confirm accepted identification well before your flight.
